Description

Goes with ENG-1200. Laravel 13 needs PHP 8.3 at least, and our SAML library prefers it. Go straight to 8.4.

CI matrix: 8.4 only.
Base image: 8.4 with the same extensions (intl, pgsql, redis, sodium).
Watch deprecation warnings on staging for a week.

Staging clean for a week apart from two implicit-nullable warnings, fixed. Production images built; they go out with the Laravel 13 deploy tomorrow.
