Description

Administrators with more than 50 waiting requests see one request twice and miss another.

Steps to reproduce

  1. Client with 60+ waiting requests, several created in the same second (bulk requests from a depot PC).
  2. All requests, page 2.

Expected: 50 + 10 different requests. Actual: one row repeated, one missing.

ORDER BY created_at isn't unique. Order by created_at, id.
