An administrator can reset another administrator's MFA
Description
Phones get lost. The fix can't be "email ACME" every time.
Acceptance criteria
- An administrator resets another administrator's MFA from the person's page; that person sets it up again at their next sign-in.
- Nobody resets their own.
- ACME support can reset from the ops console only with a SUP ticket number, after checking with the customer's sponsor. The ticket number is stored with the reset.
- Every reset is logged with who, whom and when.
