Description
Acceptance criteria
portal:src/people/ImportPeople.tsx: administrators choose a file.- The dry run shows counts and rows: added, updated, rejected (with the reason).
- "Import" saves the added and updated rows. Rejected rows are never saved.
- Only administrators see Import.
