Description

Acceptance criteria

POST /api/people/import with dry_run=true|false.
Row errors: unknown depot, unknown role, no email and no phone, email or phone used by another person, bad phone.
A person matched by email (or by phone for phone-code people) is updated, never duplicated.
The real run repeats every check; it never trusts the dry run.
