Description

If an import of 200 seasonal staff sends 200 welcome emails the moment it finishes, people get an email before their depot is ready. If it sends none, administrators forget.

Decided with Ana and Clara: no email at import. The import summary ends with "Send invitations" for the people just added, which the administrator presses when ready.
