Page on-call when refused or undelivered texts pass 5% in 10 minutes
Description
Reading notifier today: Textbridge's delivery receipts are stored and never read, so a text Textbridge accepts and never delivers goes unnoticed. Refused texts are retried, then marked failed, and nobody is told either.
Acceptance criteria
- Page on-call when refused or undelivered texts pass 5% of sends in 10 minutes, per country, read from the receipts.
- A line in the runbook for SMS codes.

ENG-1496 is live since this afternoon. Closing this one as superseded.
OPS-33 this morning is this ticket. Building the alarm as ENG-1496 (receipts lagging more than 5 minutes), which would have caught it.
