Description

During OPS-33 depot workers waited for codes that weren't coming and kept asking for new ones, which cancelled the ones on their way.

Acceptance criteria

When the status page has an open incident on SMS codes, the phone-code screen shows: "Codes are arriving late right now. If yours hasn't come in 5 minutes, ask your site lead."
Gone when the incident closes.
