Administrators can give a person a one-time code when phone codes are late
Description
Follow-up from the OPS-33 review (22 June): when texts are late, a site's own administrator has no way to get one person in, short of the paper list.
Acceptance criteria
- People › the person › Give a one-time code, for people on phone codes only.
- Six digits, shown once on screen, valid 10 minutes, works once; the administrator reads it out by phone or in person.
- Only an administrator of the person's own organisation; never support.
- Each one in the sign-in log with who gave it. The person's own codes keep working.
Not a fix for an outage at scale: one person at a time.

Out with today's release. Mira reviewed the log line and the limit (five an hour per administrator).
