Sign-in settings show the old session length after saving
Description
Marlow (Tom Ashby, by phone to Yusuf): an administrator set the session length to 12 hours, saved, and the page showed 8. Reload: still 8. Sign out and in: 12.
The session length is a per-client sign-in policy: 8 hours unless an administrator sets 1–12 hours in Settings › Sign-in. The API stored 12. Since ENG-1519 the portal keeps client settings for the session and doesn't refresh them after saving.
Steps to reproduce
- Settings › Sign-in, change the session length, save.
- Leave the page and come back.
Expected: the new value. Actual: the old value until sign-out.

Verified: session length, phone codes switch, notices.
Mine, from the caching change. Saving now replaces the cached settings. Checked every settings page for the same thing.
