The day reasons shipped, 'request waiting' emails had no reason for 40 minutes
Description
After the release with ENG-1540, notifier workers kept running the old templates until they restarted on their own. Emails between 09:05 and 09:45 had no reason in them.
Restart notifier workers gracefully on every deploy (finish the current job, then exit).
