Description

Steps to reproduce

  1. Staging client the size of Vossberg (6,500 people, 400,000 requests).
  2. Run the export.

Expected: ZIP of about 2.6 GB. Actual: fails at 2 GB, "archive too large".

Use zip64 and stream entries instead of building the archive in memory.

Verified: 2.6 GB, opens in the three zip tools we tried.
