Description

Kelderby's people file: agency drivers at Antwerp and Ghent with numbers starting +32 46… are refused as "not a mobile number". The check only knows +32 47 to 49 for Belgian mobiles; 46 is a newer range.

Fix

Accept +32 46; take the ranges from the numbering library instead of our own list.

Out with today's release. Kelderby's file dry-runs without the 14 refusals.
