Phone codes: move to Textbridge's EU processing when their EU contract exists

Description

Textbridge processes messages in its UK and EU data centres, so EU numbers' messages can still go through the UK. "Text codes through a second SMS provider" was shaped in Emargen after OPS-33 and postponed on 9 September: it waits on Textbridge's EU contract.

When the contract exists: switch the endpoint for EU clients and update Confluence SEC › Sub-processors.
