Description

release/4.12 is cut on Tue 29 Sep and ships on Thu 1 Oct with ACM-247's screens. Regression list, accessibility spot checks, and ACM-247's test plan: a depot manager approves their own depot's requests, can't decide another depot's, and their own request goes to the administrators.

Regression list green, ACM-247's plan passed on staging. One cosmetic issue left for 4.13. Go.
