Remove the depot approvers flag and the old admin-only path after two clean weeks

Description

Depot approvers ship behind depot_approvers on 1 October. Once every client has had it for two weeks without it being switched off, remove the flag and the old path in identity-service:src/Approvals/ApprovalRouting.php and ApprovalPolicy (Confluence ENG › Release process: a flag goes within two releases).
