Description

Regression check after depot approvers went live.

Steps to reproduce

  1. A depot manager at Leeds (staging) asks for access for themselves.
  2. Open their approvals list.

Expected: not decidable by them; it goes to the administrators. Actual: Approve and Refuse shown; clicking gives "Something went wrong" (the API answers 403, correctly).

portal:src/approvals/DecideRequest.tsx checks the role, not who asked.

Verified: the buttons are gone on one's own request, with "Goes to your administrators".
