Description

PHP 8.5 came out last November; 8.4 has security fixes for a while yet, but the gap only grows. Same approach as the Laravel 13 upgrade (ENG-1200): a week on staging first, SAML tests through the load balancer (ENG-1323).

Branch green except the queue monitor package, which isn't on 8.5 yet. Nothing goes out before the freeze ends anyway.
