All requests, depot view: only the first 50 waiting requests load

Description

Vossberg (SUP-1243): Matthias filters All requests on Hamm and sees 50 of 73 waiting requests, with no next page. Vossberg's administrators approve everything; they have no depot approvers.

The depot view reuses All requests' paging, but its query doesn't return a total.

Verified with 120 requests at one staging depot.
