Reminders for EU clients still go through the US mail account
Description
Since 16 October EU clients' email goes through the Mailcrest EU account (OPS-50): src/send/sendNotice.ts picks the account by the client's region. Reminders don't use it: the reminder job sends through its own Mailcrest client with the US account's key. Found checking the US account's log this morning.
Steps to reproduce
- EU client, a request waiting 24 h.
- Check which account sent the reminder.
Expected: EU account. Actual: US account.
Fix
Every email goes through sendNotice; a test fails if any code builds its own mail client.
Linked issues

Verified on staging: reminder, decision, lockout and request emails for an EU client all leave from the EU account.

Deployed. Reminders for EU clients leave from the EU account from this afternoon's run.
1,240 reminders for EU clients went through the US account between Friday and today: the same as every email before Friday, and on the sub-processor list. No customer notification. Halden isn't a client yet; their onboarding test sends every kind of email.
