'Requests moved to you' email lists a request twice after two changes within a minute

Description

Steps to reproduce

  1. Depot with approver A; a request waits on A.
  2. Give the approver role to B, then within a minute to C (an administrator correcting a mistake).

Expected: C's email lists the request once, and B gets nothing. Actual: listed twice for C; B also gets an email for a request no longer theirs.

The email batches by minute and doesn't collapse moves of the same request.
