Description

Steps to reproduce

A request moves from A to B (ENG-1805).
B opens the "requests moved to you" notice in the bell.

Expected: B's approvals list with the moved requests. Actual: the request page saying "Waiting on A", until a reload.

The notice carries the request's state at the moment of the move.
