Description

Same shape as the UK: RDS PostgreSQL with a standby in a second zone, the queue, a file bucket, the identity-service and notifier workers. Terraform in the infrastructure repo, new us-east-1 workspace.

[x] network and database
[x] queue and workers
[x] file bucket with the same lifecycle rules as EU/UK
[x] dashboards and alarms copied from the UK, with the region in every alarm title
