Notice emails show times in Berlin time for every client

Description

Ridgeway's request emails say a request came in at 16:10 when it was 10:10 in Ohio (SUP-818).

The email formatter in notifier has Europe/Berlin hard-coded. UK clients see times an hour off, US clients six.

Fix

Use the client's region time zone: Europe/London for UK clients, America/New_York for US clients, Europe/Berlin for EU clients. Write the zone after the time.
