Ridgeway: request emails show times in German time
Description
Request emails say things like "requested at 14:05 CEST". Our approvers are on Eastern time and keep thinking requests came in the middle of the night. Can the emails use our time?

Piet, notifier prints times in Europe/Berlin for every client. Ridgeway is us-east.

Confirmed: formatter has Europe/Berlin hard-coded. Logged ENG-1424. Fix: use the client's region time zone; London for UK clients, New York for US.

Hi Mark, fixed today: request emails now show the time in Eastern time for Ridgeway (and London time for our UK customers). Closing.
Hi Mark, thanks, that's a bug on our side: the emails should use your region's time. I've passed it to engineering.
