Description

When a depot worker says "the code never came", support needs to see whether we sent it and what Textbridge said.

Acceptance criteria

Ops console: search by mobile number, see the last 20 messages with time sent, Textbridge's status and the time of the delivery receipt. Never the code.
Only ACME support and engineering can open it.
