Okta depot codes are matched case-sensitively

Description

Vossberg's Billbrook test account gets "couldn't find a depot" in production (SUP-975). The attribute says de-hh-bb; the depot code is DE-HH-BB. Vossberg's HR writes older records in lower case.

Make the match case-insensitive, and normalise codes when they're saved.
