Import dry run doesn't warn about files that aren't UTF-8
Description
Parcelwise imported a file saved in Windows encoding: 87 names with ë and ö came out garbled (SUP-1050). The dry run said nothing.
- The dry run detects a file that isn't UTF-8 and stops with a message saying how to save it.
- Fix the 87 names from Parcelwise's original file.
