Marek, ENG-1557: dry run should detect non-UTF-8 files and warn. Also can we fix 87 names in Parcelwise from their original file?

87 names corrected from the original file (read as Windows-1252).

ENG-1557 deployed.

The dry run now warns when a file isn't UTF-8. Closing.
Hi Ruud, the file was saved in Windows encoding rather than UTF-8, and the import read it as UTF-8, which garbles accented letters.
We'll correct the 87 names on our side from your file, so you don't have to edit them by hand. For next time, save as CSV UTF-8. We're also making the dry run warn when a file isn't UTF-8, before anything is created.
