Acceptance criteria
- Every icon button has a name ("Approve request from Jan Novak", not "button").
- New notices are announced politely.
- Tables use real header cells; the Access report reads row by row.

Parcelwise's screen-reader user hit the unnamed approve buttons on the old build (SUP-1082). Fixed in tomorrow's release.
