Notice email subjects garble names with umlauts
Description
Almwerk (SUP-1114): "Access request from Jürgen Höller waiting" arrives as "Access request from Jürgen Höller waiting". The body is fine.
notifier writes the Subject header raw instead of encoding it (RFC 2047), so Outlook reads it as Latin-1. Small fix in the mail builder. Every customer with non-ASCII names is affected; Almwerk and Vossberg most.
