Description

Brakeline (SUP-1133): some requests show three times in the bell, and people think three requests are waiting.

Steps to reproduce

  1. Make a request. Edit it twice (change the reason, add a door).
  2. Open the approver's bell.

Expected: one notice. Actual: three.

notifier creates a new in-app notice on request.updated instead of replacing the existing one.
