Brakeline: the bell shows the same notice three times
Description
The bell in the portal shows the same notice 3 times for some requests. Screenshot attached. Not a big deal but people think 3 requests are waiting.

ENG-1680. notifier creates a new in-app notice on request.updated instead of replacing the existing one.

Fixed in today's notifier release: one notice per request, updated when the request changes.

Lovely.
Thanks Sam. It happens when a request is edited after it's sent (the person changes the reason or adds a door): each edit adds the notice again instead of updating it. Sent to engineering.
