Description

Marlow (SUP-1168): an administrator unlocked someone; their next typo locked them again.

Steps to reproduce

Lock an account with ten wrong passwords.
Unlock it in the portal.
Enter one wrong password.

Expected: "wrong password", nine tries left. Actual: locked again for 15 minutes.

Unlock clears the lock but not the failures counted in the window.
