Description

Vossberg's first file came out of their ERP in Windows encoding: "Mönchengladbach" arrived as "Mönchengladbach" and the dry run showed it as a change.

Steps to reproduce

  1. Save a depot file in Windows-1252 with an umlaut in a name.
  2. Dry run.

Expected: refused, with a message saying the file must be UTF-8. Actual: accepted, names garbled.

Verified with Vossberg's first file and a UTF-8 copy of it.
