Description

Steps to reproduce

Person B has a request waiting on an administrator.
Merge B into A.

Expected: the request waits on the same administrator, now for A. Actual: the request waits unassigned and shows only under All requests.

The move copies requests through the create path, which assigns again and finds nobody.

Verified: the request keeps its approver after a merge, both directions.
