Merge: moved requests come back as new

Description

On staging: after a merge, every waiting request moved to the kept person comes back as new: today's date, a fresh 'request waiting' email to the administrators, and the reminders start again from day one.

The move goes through the create path, as in ENG-1737, not as rows.

Fix

Move the rows as they are: date, approver and reminder count unchanged.

Changing the move to update the rows in place. Fixes ENG-1737 too.

Verified: moved requests keep their date and approver, no new email, reminders carry on.
