Description

Vossberg (SUP-1195, OPS-44): the Access report for the whole organisation never loads; the gateway gives up at 60 s.

GET /api/access-report for Vossberg (6,500 people, 60 depots, 140 bundles): 190 s on the EU database. Grants are loaded one person at a time and bundle grants one item at a time (the slowness noted in March, ENG-1361).

Fix

One query for every grant, grouped in PHP.
Stream the rows; the page draws as they come.

Query count for Vossberg: 27,390 → 9. API 190 s → 11 s. Page ready to print at about 25 s.

Verified on a staging copy of Vossberg and on Brakeline. Same rows as before, compared by script.

Deployed. The longer timeout from OPS-44 is back to 60 s.
