Reports: new layout with the filters beside the report

Description

The Access report's filters sit above the report and push it down; with German labels (I19) they wrap onto two rows. Sofie's layout: the filters in a column beside the report, the report full height.

Acceptance criteria

Filters (depot, role, access item) in a left column; collapsible on narrow screens.
The printed PDF is unchanged: filters never print.
Works with the keyboard and a screen reader, as ENG-1562 and ENG-1564.
Ships with portal 4.14.

Merged to main for 4.13 (Codex did the column, I did the print rules). Sofie checked it in German.
