Description

With the new reports layout (ENG-1786), Vossberg's biggest depot (about 400 people) takes 40 s before the browser can print. The API returns the whole depot at once.

Acceptance criteria

The API returns a depot's report in pages of 100 people; the browser lays out each printed page as it arrives.
Under 10 s to print for a 500-person depot on the depot-PC profile.
Must make 4.14.
