Phone codes: numbers written with 00 instead of + are refused

Description

Testing phone codes for Kelderby's agency drivers at Rotterdam, who have no Kelderby accounts in Entra ID and sign in with codes: the agency's list writes numbers as 0031 6 1234 5678. Our check wants +31; the person form refuses them.

Treat a leading 00 as +, in the form and in the import.

Done for the form and the import. Kelderby's agency list of 206 numbers dry-runs clean.
