Textbridge: send Dutch, Belgian and German numbers in E.164
Description
Some of Kelderby's agency drivers have numbers saved in national format from before ENG-1466 (06…, 0470…, 0151…). Textbridge refuses anything but E.164, and from 2 November refuses national format outright (its notice of 20 October). Kelderby's depots are in the Netherlands, Belgium and Germany, and their German depots switch for go-live that day.
Fix
notifier writes every number in E.164 before it goes to Textbridge. A national number is read only as a Dutch (06), Belgian (04) or German (015–017) mobile, from the person's locale and the client's time zone; anything else is recorded as failed, not sent.

- relates to ENG-1803 Phone codes: numbers written with 00 instead of + are refused Done

#99 out at noon. Test codes to a Dutch, a Belgian and a German number arrive; receipts fine.
Out this morning, but the country table reads Danish numbers, not Dutch and Belgian ones: a German test code arrives, the Dutch and Belgian ones are refused. Fixing today.
