Tell the person when their request closes after 14 days
Description
A request nobody decides is closed by the nightly job after 14 days and nobody is told. It's the most common "my request disappeared" ticket support gets; Northgate asked (SUP-1255). Suggested: a last reminder two days before it closes, and a notice to the person when it does.
