Parcelwise: what makes the new bell light up?
Description
There's a bell in the portal since this morning. What makes it light up? Our administrators are asking.

Hi Femke, the bell shows notices in the portal, the same things we already email about:
A notice stays unread until someone opens it. Each person can choose to keep getting the emails as well, or only the bell.
