Vossberg: clicking an old notice in the bell opens 'page not found'
Description
Some notices in the new bell open "Page not found" when I click them. They're about requests from July.

Hi Bettina, those requests were closed because nobody decided them within 14 days, and the page for a closed-without-decision request doesn't open. That's a bug; we'll fix it so the page shows what happened.

ENG-1610 out: the request opens with 'This request expired on <date> without a decision.'

Fixed: those notices now open the request, which says it expired without a decision and when. Closing.
Aiko, notices for July requests open a 404 (Vossberg). All the ones I tried are requests closed by the 14-day job. Logged ENG-1610.
