Brakeline: make Sam Whitfield a second administrator

Hi Priya, since Brakeline's roles come from Entra ID, the simplest is to add Sam to the BRK-Admins group: Sam becomes an administrator at the next sign-in.

If you give the role in the portal instead, Entra ID won't take it away again, because sign-in only replaces the roles it gave itself. Either works; the group keeps everything in one place.

Added to the group, Sam sees All requests now.
