Access report takes minutes for clients over 3,000 people
Description
GET /api/access-report loads every person, then their role grants one person at a time, and the portal draws every person into one page before the browser can print it (portal:src/reports/AccessReport.tsx). At 3,000 people that's several minutes and a lot of memory; Vossberg has twice that. Nobody has complained yet.
Fix when we touch the report next: one query for the grants, and don't draw the whole organisation at once.

The drawing part is fixed under ENG-1446; closing this as a duplicate. The one-query-for-grants part can wait until a customer hits it.
Vossberg hit it (SUP-768): their whole report hangs the browser. Piet is making their PDF on a workstation for now.
