Access report: download one depot as a PDF
Description
With a depot chosen on the Access report, an administrator downloads that depot's report as a PDF.
First written as "download one depot as a PDF or a CSV". The CSV needs an export on the server; it was cut from the first release on 2 July (ENG-1576), so this story is the PDF.
Acceptance criteria
- The PDF holds only the chosen depot: its own people and people from other depots with access there.
- The first page names the depot and the date.
- Page breaks don't split a person's rows.
- Still printed by the browser (
portal:src/reports/AccessReport.tsx).

CSV cut from this release (ENG-1576). PDF only.

Done: one depot per PDF, first page with the depot and date. Checked with Leeds and Hull.
Sizing: the PDF half is 3 points. A CSV per depot needs an export on the server, because the report is drawn in the browser: about a week on its own. If July is tight, the CSV is the part that waits.
