Okta: when the depot attribute is empty, use the person's home depot and log it
Description
38 people at Billbrook couldn't sign in after their depot switched: their Okta profiles have no depot attribute (SUP-990). Same family as SUP-958.
Refusing them helps nobody: they work at Billbrook, and their account in ACME says so.
Acceptance criteria
- When the attribute is missing or empty, sign-in uses the home depot on the person's account.
- The sign-in log says so ("depot attribute missing; home depot used"), so Vossberg can fix their profiles.
- A code that names a different depot is still checked as before.
