Reminder job fails for a whole client when a request has nobody to remind
Description
A test client whose only administrator had been deactivated: a request waiting on that administrator has nobody to remind. The job throws on the empty recipient list and stops for the whole client, so none of its other reminders go out.
Steps to reproduce
- Staging client with two administrators and three waiting requests; deactivate one administrator.
- Run the reminder job.
Expected: the reminders for the remaining administrator; the request with nobody left logged and skipped. Actual: none sent, error in notifier's log.

Verified on staging with the deactivated-administrator set-up. The request with nobody to remind is logged and skipped; the others go out.
